2022 Veteran of the Year Julianne Froncek

Julianne Froncek, Non-Commissioned Officers Association Down East Chapter 906 has been an active member of the Non-Commissioned Officers Association for the past four years. She devotes many hours and is always willing to volunteer. Ms. Froncek currently serves as the Chairperson for the Jacksonville Veterans Day Parade. She represents the mission of Non-Commissioned Officers Association in serving the veterans and citizens of the City of Jacksonville.


2021 Veteran of the Year Steve Tracy

Congratulations to Steve Tracy for being selected as Non Commissioned Officers Association (NCOA) Down East Chapter #906 2021 Veteran of the Year. Steve Tracy has been an active member of the Noncommissioned Officers Association since 2007. For the past two years he has served as a Trustee, a position that requires numerous hours and dedication. He is always willing to volunteer and chairs the Annual Pig Roast Fundraiser acting as a welcoming presence at all events. Steve Tracy represents what the NCOA is all about, serving the Veterans of Onslow County and the Citizens of Jacksonville.


2020 Veteran of the Year Julianne Froncek

An active member for the past three years, Ms. Froncek has served as the Treasurer of the Association for the past two years. She devotes many hours to the task and is always willing to volunteer. As a single mother of three children, she is a welcome presence at all events. She represents what the NCOA is about, serving the Veterans and Citizens of the City of Jacksonville.


2019 Veteran of the Year Paul Meithker

Mr. Miethker joined the Chapter in 1991 and has served as the Chairman for the past nine years. He has volunteered over 150 hours of his time this year to ensure that the Chapter has the best interests of both Active Duty and Retired Military Personnel. He continues to display the ideals and principles expected by someone who deeply cares about others and his community.


2018 Veteran of the Year Tim Manchester

Tim Manchester retired as a Sergeant Major of the United States Marine Corps. He served as the Chapter Webmaster/Public Relations Officer since 2016 and was instrumental in the establishment of the Chapter’s first ever Facebook and webpage, which has greatly increased the NCOA’s presence in Jacksonville. He has volunteered over 100 hours of his personal time this year to the NCOA.


2017 Veteran of the Year Luis Alers

A member since 2014, GySgt (Retired) Luis Alers is currently serving as a Trustee. He has volunteered over 150 hours this year completing many fundraising efforts for the Chapter. He is involved in all Chapter functions and was the NCOA representative at two local Flag Award presentations.


2016 Veteran of the Year Paul Miethker

Mr. Miethker has been a member of the Down East Chapter since 2007 and has served as a Trustee and is currently the Chapter Chairman. He was instrumental in organizing fundraisers and has donated over 500 hours of his personal time this year. He continues to display the ideas and principles of someone who deeply cares about his community.


2015 Veteran of the Year Wayne W. Morris

Mr. Morris has been a member of the NCOA since 2013. He was selected for the Sergeant Major Mack McKinney Award in 2014 for his untiring efforts with the military retiree community. Mr. Morris has been instrumental in planning and executing many events to benefit active duty members, veterans and their families. He is a true representative of the NCOA?s values and the spirit that embodies all military veterans.


2013 Veteran of the Year William Cagle

Mr. Cagle continuously provides over 200 hours of his free time each year in support of many veteran ceremonies and events. He has made it his mission to represent the NCOA at all area military events. Mr. Cagle is a true representative of the NCOA?s values and the spirit that embodies all military Veterans.


2012 Veteran of the Year Alex Nevgloski Sr.

Mr. Nevgloski continues to serve those within the military community daily as a Veteran Service Officer and as a member of the NCOA of Jacksonville. He serves as Vice-Chairman of the local NCOA Chapter and as a Trustee. He also serves as a vice-commander in another veteran organization and Commander in yet another veteran organization. He is a valuable and essential asset to the NCOA as proven by his planning and participation with the last two NCOA Job Fairs aboard Camp Lejeune which serviced thousands of active duty members and their families. Mr. Nevgloski is exemplary in his conduct and zealous in his need to provide assistance to others.


2011 Veteran of the Year Paul Miethker

HMC Paul Miethker, US Navy has been a member of the Non Commissioned Officers Association since 1995 and joined the Down East Chapter in 2008. He was selected as the Chapter Chairman in 2009 and continues to hold the position. He has volunteered numerous hours in support of the Chapter as well as the community.


2010 Veteran of the Year George Barrows Sr.

George Barrows has volunteered many hours in support of the Non-Commissioned Officers Association, Down East Chapter #906 including assisting with the Knight Wagon at many local community events and planning several of the Mack McKinney Award ceremonies.
